Supplementary planning documents and guidance

Supplementary Planning Documents (SPDs) and Supplementary Planning Guidance (SPGs) expand on our ‘adopted’ and ‘saved’ planning policies to provide more information than can be contained in the policies themselves.

They should be considered by anyone making a planning application. They are a material consideration in determining planning applications.

Conservation area design guides give practical advice and information to help you make repairs and improvements to your home that will help to preserve or enhance the character of the property and local area.

Supplementary planning documents and guidance

All of the documents below can be downloaded, or are available to view in any of Brent's libraries.

Draft SPDs

The Council has produced a draft Residential Extensions and Alterations SPD which is subject to consultation in October to November 2024.

This can be viewed on the Brent Consultation Webpage where comments can also be made in response to the consultation.

It is anticipated the document will be adopted during Spring 2025, after any necessary amendments required following consultation. This document will replace the current Residential Extensions and Alterations SPD (SPD2) adopted in 2018.

Adopted SPDs

Staples Corner (SPD)

The Staples Corner Growth Area Masterplan and Design Code Supplementary Planning Document (SPD) was adopted on 12 November 2024.

Sustainable Environment and Development Supplementary Planning Document

The Council adopted the Sustainable Environment and Development Supplementary Planning Document on 12 June 2023. The SPD provides guidance on planning matters related to a range of sustainable development issues.

Brent Residential Amenity Space and Place Quality Supplementary Planning Document

The Council adopted the Brent Residential Amenity Space and Place Quality Supplementary Planning Document on 12 June 2023. The SPD provides guidance on planning matters related to the provision of residential amenity space and public realm within developments.

Houses in Multiple Occupation SPD 

The Council adopted Houses in Multiple Occupation (HMO) SPD on 3 November 2022. The document sets out how the Council will interpret the criteria within Local Plan Policy BH7 ‘Accommodation with Shared Facilities or Support’ and other parts of the development plan in relation to HMOs. The aim of this is to improve the quality of outcomes for HMO occupants and their neighbours in locations where HMOs are considered appropriate.
