Brent Local Plan

Brent Local Plan 2019-2041

The council formally adopted a new Local Plan in February 2022. 

The Local Plan is a collection of planning documents that, alongside national planning policy and the Mayor's London Plan, sets out our strategy for future development in Brent.

It includes policies around housing, town centres, open space employment, community facilities, the built and natural environment and transport.

These plans are accompanied by a policies map.

Some areas are also subject to Neighbourhood Plans, which need to be considered when determining planning applications.

In part of the borough (most land south of the North Circular and West Coast Mainline, such as Park Royal), the Old Oak and Park Royal Development Corporation is the Local Planning Authority. It is important to note that different planning documents apply. This area can be seen on the policies map.

West London Waste Plan

The six West London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames and the Old Oak and Park Royal Development Corporation have formally adopted the West London Waste Plan.

The Plan is important to set out a strategy and policies for the sustainable management of all waste produced within the Plan area for the period up to 2031.

Harlesden Neighbourhood Plan

The Harlesden Neighbourhood Plan has been produced by Harlesden Neighbourhood Forum to guide development within the Harlesden Neighbourhood Area, which is located within Brent, Ealing and Hammersmith & Fulham. 

Sudbury Town Neighbourhood Plan

The Sudbury Town Neighbourhood Plan sets out detailed policies to guides development within the Sudbury Neighbourhood Area.

Planning guidance

Guidance provides advice and information on how we will apply our planning policies. Guidance includes supplementary planning guides, supplementary planning documents and design guides for conservation areas.

Statement of Community Involvement

The Statement of Community Involvement (SCI) explains how we will involve local communities and other interested parties when we prepare our planning policies and supporting guidance, review the Community Infrastructure Levy and determine planning applications. It also sets out how neighbourhood forums and those submitting planning applications will need to undertake wider engagement to support their plans.

The SCI has commentary relevant to Covid-19 and subsequent consultation methods which have been identified in red.

Local Development Scheme

The Local development scheme (LDS) sets the timetable and programme for the production of planning policy documentation. It explains the current planning policy documents for the borough. In addition, it also outlines local development documents that will be updated and others that will supplement the borough’s Local Plan for the next three years. The LDS is revised as the Local Authority considers appropriate.

The revised document lists a full account of Brent’s planning policy work priorities.

It also identifies the timetable for any neighbourhood plans that are proposed.
